What's open and what's closed for Presidents Day

* MAIL: No home delivery Monday except for Express Mail. Most post offices are closed. The postal unit inside the Shell gas station at Fisher’s Landing, 16320 S.E. Cascade Park Drive, is open 24 hours a day, 365 days a year.

* GARBAGE: Trash and recycling collection follows the regular schedule Monday in Vancouver and most of Clark County. In Camas, Monday’s trash and recyclables will be picked up with Tuesday’s collections.

West Van Materials Recovery Center, 6601 N.W. Old Lower River Road, and Central Transfer and Recycling Center, 11034 N.E. 117th Ave., open Monday.

* PUBLIC SCHOOLS: No classes Monday.

* COLLEGES: No classes Monday at Clark College and Washington State University Vancouver.

* GOVERNMENT: City, county, state and federal offices are closed Monday. The Washington House and Senate will be in session. Water Resources Education Center, 4600 S.E. Columbia Way, open 9 a.m. to 5 p.m.

* LIBRARIES: Camas Public Library and all libraries and bookmobiles in the Fort Vancouver Regional Library District closed Monday.

* BUSES: C-Tran and TriMet follow regular schedules Monday. C-Tran offices are closed, but its passenger service offices will be open.

* PARKING: Meters in downtown Vancouver free Monday.

* DRIVER LICENSING: All offices closed Monday.

* VEHICLE LICENSING: Offices closed Monday.

* EMISSIONS TESTING: Stations closed Monday.

* LIQUOR STORES: State-run stores closed Monday. Some independently operated stores might be open.

* BANKS: Most closed Monday; some in-store branches might be open.

* FINANCIAL MARKETS: New York Stock Exchange, Nasdaq and other markets closed Monday.

* ANIMAL SHELTER: Humane Society for Southwest Washington, 2121 St. Francis Lane, open Monday from noon to 5:30 p.m. for pet adoptions and from 9 a.m. to 6 p.m. for animal receiving and lost-pet retrieval.

* OREGON ZOO: Open 9 a.m. to 4 p.m. Monday.

* WESTFIELD VANCOUVER MALL: Open 10 a.m. to 9 p.m. Monday.

* THE COLUMBIAN: Columbian offices open 8 a.m. to 5 p.m. Monday. Circulation line, 360-694-2312, answered from 4:30 a.m. to 6 p.m.
