A pair of appeals has forced a proposed $15 million nursing home project in Salmon Creek to a public hearing.

HCR Manor Care of Toledo, Ohio, received approval from the Washington Department of Health’s Certificate of Need program on April 1 to build a 120-bed, 53,000-square-foot facility that would employ 116 full-time employees at Northeast 139th Street and 29th Avenue.

But SEIU Healthcare 775NW, a union of nursing home workers, and Pacific Specialty and Rehabilitation Center of Vancouver each appealed the state’s approval, saying the state erred in its decision.

A spokeswoman for the certificate of need program said the matter will now go to a public adjudicated hearing, but one is not yet scheduled.
