Couple arrested after hit-and-run crash

Troopers say drug believed to be heroin was found in truck

A man and woman were taken to jail — and their toddler was taken into protective custody — Friday after they allegedly were involved in a hit-and-run crash on Interstate 205 near Cascade Park and later were found miles away with heroin in their truck.

About 12:30 p.m., a 2002 Chevrolet Silverado pickup hit a car on I-205 near Southeast Mill Plain Boulevard and the driver fled in the truck, said Washington State Patrol Trooper Steve Schatzel.

Troopers later spotted the truck and pulled it over on Northeast 50th Avenue near 219th Street, between Duluth and Dollars Corner, west of Battle Ground. A 2-year-old child was in the truck.

The driver appeared to be impaired and was arrested on suspicion of DUI-drugs, Schatzel said. In addition, the driver allegedly gave troopers a false name but was identified as Aphixay Vilalay, 31, of Portland.

A woman in the passenger seat also appeared influenced by a drug; she too gave a false name but was identified as Terra Vilalay, 32, of Portland, Schatzel said.

In the truck, troopers said they found five small packages of a drug believed to be heroin, and 13 syringes.

Because of the alleged heroin, the man and woman were arrested for alleged child endangerment; officials with Child Protective Services took custody of the toddler.

Besides the other allegations, Aphixay Vilalay was booked at the Clark County Jail on suspicion of obstructing officers by giving a false name, hit-run driving and for a warrant charging he drove with a suspended license, Schatzel said.

Terra Vilalay, believed to be the driver’s wife, was jailed for allegedly possessing heroin and drug paraphernalia, and obstructing police with a false name, Schatzel said.

Police: Mystery box full of feces

A suspicious item addressed to Woodland’s mayor found at the City Hall annex Friday morning turned out to be a box of feces, police said.

At 6:45 a.m., the box was found by employees outside the door to the building at 230 Davidson Ave. The box was addressed in handwriting to Woodland Mayor Chuck Blum, according to a Woodland Police Department news bulletin.

Responding officers summoned the bomb squad, who X-rayed the box. Bomb technicians still couldn’t determine what was inside, so they used a water cannon to destroy the box.

That’s when they discovered the box was filled with either human or animal excrement.

The scene was deemed safe just before 8:30 a.m.

Woodland Police Chief Rob Stephenson said in a press release: “The assumption would be that this is some kind of political statement, possibly about a recent raise in city water and sewer rates.”

Help sought in search for missing mom, kids

Vancouver police are searching for a woman reported missing with her six children.

The woman, Nelya F. Nikolaychuk, 44, was last seen at 2 p.m. Thursday. She’s missing with her children, ages 2 to 12 years old, according to a Vancouver Police Department news bulletin.

Nikolaychuk is described as white, 5 feet 3 inches tall, weighing 160 pounds, with brown hair and blue eyes. Her vehicle is a tan 2005 Kia Sedona minivan with Washington license 563 YIC.
