Three high-risk sex offenders find homes They’ll live in west Vancouver

Three high-risk sex offenders who targeted children are moving to west Vancouver.

Jimmie John Hoover, 41, and Brian R. Dickey, 37, have moved to 1404 Lincoln Ave.

And a third high-risk offender, who targeted boys, is being released from prison Thursday.

Dean Lewis Beaver, 48, will live at 1010 W. 12th St.

They are classified as Level 3 sex offenders, the group considered most likely to commit new sex crimes, according to bulletins from the Sex Offender Registration Unit of the Clark County Sheriff’s Office.

Beaver has been convicted of displaying erotic material to a 12-year-old boy whom he paid $35 to watch a pornographic movie with him, second-degree rape of a child, first-degree statutory rape and two counts of indecent liberties. He sexually assaulted four boys between 1986 and 1998, the bulletin said.

He is white, 5 feet 11 inches tall and weighs 160 pounds. His eyes and hair are brown.

Hoover has been convicted of first-degree forcible rape of an 11-year-old boy; and indecent liberties for fondling three boys, ranging in age from 2 to 8, whom he was baby-sitting.

Hoover is white, 6 feet tall and 200 pounds, with brown hair and hazel eyes.

Dickey has been convicted of third-degree sexual abuse of a 23-year-old woman; communicating with a 3-year-old girl for immoral purposes; and communicating with someone he thought was a 13-year-old girl for immoral purposes, who turned out to be working undercover with law enforcement.

Dickey is 6 feet 1 inch and 140 pounds, with brown hair and hazel eyes.

Hoover, Dickey and Beaver are not being sought by police.

They are monitored by the sheriff’s unit, the Sex Offender Tracking Unit of the Vancouver Police Department and the state Department of Corrections.

About 50 Level 3 sex offenders are registered in Clark County.
