SPOKANE, Wash. (AP) — Spokane City Hall is returning to normal after an unidentified white powdery substance was identified by authorities as a corn-starch based packaging product.
The building was closed to the public Monday afternoon after the powder was discovered while a city worker was opening mail.
City spokeswoman Marlene Feist said the powder was found on the third floor in an area used by the planning and business services departments.
