JOHANNESBURG (AP) — FIFA President Sepp Blatter has used the official closing of the World Cup in South Africa to defend his organization’s decision to award future tournaments to first-time hosts Russia and Qatar.

Speaking at Soccer City, the venue for the 2010 final, Blatter says “we shall go to new territories.”

Blatter adds “don’t speak about money. This has nothing to do with money. It has to do with football development.”

Blatter also says there will be a $100 million fund for soccer development in South Africa, but says $20 million already has been spent on the South African Football Association’s new headquarters and part of the organizing of the tournament.
