Sex offender homeless in Clark County

Brian Michael Osborn, who’s been convicted of sex crimes three times, has been released from the Clark County Jail and is living homeless here.

Osborn, 39, is classified as a Level 3 sex offender, the group considered most likely to commit new sex crimes, according to a bulletin from the Sex Offender Registration Unit of the Clark County Sheriff’s Office.

In 2004, he was convicted in Clark County of lewd conduct, for displaying himself for sexual gratification in view of two women, the bulletin said.

He was convicted in 2006 of indecent liberties in Clark County. The bulletin said he approached a 16-year-old girl at a bus stop, told her she was cute and invited her to go to a hotel and drink.

The girl ignored him and he grabbed her arm. As she pulled away, he touched her breast.

While incarcerated last year, he masturbated in front of a medical professional and was convicted of indecent exposure, the bulletin said.

Osborn is white, 5 feet 8 inches and 200 pounds. His hair and eyes are brown.

He’s monitored by the sheriff’s unit, the state Department of Corrections and the Sex Offender Tracking Unit of the Vancouver Police Department.

About 50 Level 3 sex offenders live in Clark County and several typically are homeless at any given time. The Columbian’s policy is to publish a story and photo when Level 3 sex offenders move to Clark County or change addresses in Clark County.
