YAKIMA, Wash. (AP) — Washington officials have approved the transfer of two water rights on the east slope of Washington’s Cascades, where new developments relying on groundwater have been halted.

The state halted development in upper Kittitas County last year amid concerns the additional groundwater use could hurt streamflows and senior water rights.

The state Department of Ecology on Thursday approved the transfer of two senior water rights, dating to 1884, to the state’s Trust Water Right Program to be made available to developers through a water banking program.

The water rights were transferred by Suncadia LLC, which had purchased them to mitigate for growth triggered by development of its golf resort near Cle Elum.
