OLYMPIA, Wash. (AP) — Gov. Chris Gregoire has unveiled an economic recovery plan that she says could help spark 40,000 jobs in Washington.

The Democratic governor’s 10-point plan includes tax incentives, streamlined permitting procedures, and energy savings.

The whole thing would cost about $15 million through mid-2011. It’s included as part of Gregoire’s proposed supplemental budget.

The most expensive item costs about $10.7 million. That proposal would tweak an existing tax credit for rural counties, and put in place a new, one-time $2,000 tax credit for each new full-time hire that lasts at least a year.

State legislators are considering their own job proposals. One measure would sell bonds to back energy-efficient upgrades at public buildings.
