Woman killed in Tacoma shooting was city employee

TACOMA, Wash. (AP) — The bystander killed by a stray bullet in Tacoma was a city employee, 40-year-old Lisa Marie Melancon (MEL’-an-son),

Tacoma spokesman Robert McNair-Huff says she had been with the city 15 years as a building code enforcement officer and helped found programs that worked with property owners on problems such as junked cars.

When she stepped outside her home late Thursday night because of a disturbance in the street, she was shot in the head.

Police spokesman Mark Fulghum said she was hit by a random shot from a car leaving the scene.

The victim’s brother, Vincent Silva, said his sister had called 911 to report the dispute. Silva says it started over insulting text messages exchanged between two girls who called in friends.
