Judge rules against Burlington in records case

MOUNT VERNON, Wash. (AP) — A Skagit County Superior Court judge has ordered the city of Burlington to pay $965 to a prison inmate for not responding in time to his public records requests.

The Skagit Valley Herald reports Rayne Dee Wells Jr. has a record of robbery, assault and theft and is now serving a 14-year sentence.

He had filed requests for reports on his cases plus any disciplinary action against a police officer.

The city said he was using the public records process to harass the police department. It successfully sued earlier this year to deny access.

But Judge Dave Needy ruled last month the city still had to respond to a request made before that ruling.
