B.G. police work with U.S. Customs on case

Man suspected of communicating with minor for immoral purposes

The investigation into a Battle Ground man arrested on suspicion of communicating with a minor for immoral purposes has “not slowed down,” according to police officials.

The Battle Ground Police Department is collaborating with U.S. Immigration and Customs Enforcement officials as they attempt to build their case against 41-year-old David P. Harlan.

Harlan was arrested on March 18, a day after police officers and detectives executed a search warrant at his home at 1105 S.E. Sixth St., according to a bulletin from the Battle Ground Police Department.

Police have been guarded in releasing information about the arrest.

“He verbally communicated with a minor to do something that is immoral,” Lt. Roy Butler said. He added: “I can’t say it any differently than that.”

Police are only aware of one alleged victim, Butler said.

Battle Ground police say they are working closely with U.S. Immigration and Customs Enforcement. “The investigation has not stopped or slowed down,” Butler said.

Lorie Dankers, a regional ICE spokeswoman, said the agency often works with local police departments.

“Oftentimes, when there are these types of investigations, suspicion of communicating with a minor for immoral purposes, sometimes that type of activity can have an international nexus, which brings us into the case,” Dankers said.

She cited the international transfer of illegal images as the type of investigation that would involve ICE.

Dankers, however, would not comment specifically on the ongoing investigation into Harlan’s alleged actions.

The Columbian was unable to reach Harlan for comment.
