MEDFORD, Ore. (AP) — The Medford City Council has approved a panhandling ordinance that restricts abusive solicitation, but it does allow people to ask drivers for money at intersections.
A previous ordinance included a ban on intersection panhandling, but a court deemed it unconstitutional because it restricted free speech.
The revised ordinance approved Thursday makes it illegal to block, threaten or follow someone who has declined a request for solicitation.
