PORTLAND, Ore. (AP) — A grand jury has found no criminal wrongdoing by Portland police in the May 12 fatal shooting of Keaton Otis.

The grand jury heard from 44 witnesses. Its decision was announced Thursday.

Two members of a police unit that focuses on preventing gang violence pulled over Otis’ car for traffic infractions. Police say the 25-year-old ignored officers’ instructions and struggled when they tried to get him out of the car. They say they fired a Taser at him twice to no effect and he grabbed a gun and started shooting. Officer Christopher Burley was wounded once in each leg. Three other officers fired at Otis, who was pronounced dead at the scene.

The encounter was captured on video by a nearby resident.

It was Portland’s third deadly police shooting this year.
