Goodell says players won’t decide fines

CINCINNATI (AP) — Commissioner Roger Goodell says active NFL players won’t be deciding punishment for flagrant hits that merit fines.

He is open to listening to them, though, and says his meeting last week with Pittsburgh’s James Harrison was meant to get his opinions on the league’s crackdown. Harrison has been fined $100,000 for three different hits.

Goodell is in Cincinnati for the Bengals’ Monday night game against the Steelers. He says the league’s crackdown on flagrant hits has made an impact, but it involves a cultural change for players that won’t be completed overnight.

Steelers safety Troy Polamalu has suggested getting active players involved in deciding whether hits should be fined, but Goodell says the league’s competition committee is against it.
