SALEM, Ore. (AP) — Gov. Ted Kulongoski has ordered that flags at state institutions be flown at half-staff Saturday in memory of people who lost their lives nine years ago on 9-11.
The governor urges individuals, businesses and organizations to also lower flags in tribute.
