Investigation of officer-involved shooting ongoing

The Vancouver Police Department on Monday said there were no updates in the investigation of an officer-involved shooting that ended in the death of an Oregon Army National Guard soldier.

Police have said Spc. Nikkolas Lookabill, 22, of Vancouver was carrying a handgun, acting in a threatening manner and refusing to follow police commands when three officers shot and killed him at about 3:35 a.m. Sept. 7.

It remains unclear what led Lookabill out into the streets the night he was shot.

Neighbors said they heard between six and 14 shots fired.

The officers involved were Sgt. John Schultz, 41, and officers Frank Gomez, 32, and Gerardo Gutierrez, 38. They were placed on paid administrate leave while the Clark County Regional Crimes Team investigates. The regional crimes team is made up of detectives from the Clark County Sheriff’s Office and the police department.

Once their report is completed, it will be forwarded to the Clark County Prosecutor’s Office to determine whether the shooting was justified and lawful, which is standard procedure following officer-involved shootings.

After that, the police department will conduct an “administrative and critical incident” evaluation.

Lookabill was deployed in May 2009 for a 12-month tour in Iraq.
