LONGVIEW, Wash. (AP) — Two citizens groups say they plan to sue a company that wants to build a coal terminal in Longview, Wash. to export coal to Asia.

Owners and Citizens for a Safe Community of Longview and the Rosemere Neighborhood Association of Vancouver, Wash. filed a 60-day notice of intent to sue Tuesday. They accuse Millennium Bulk Terminals and its parent company Ambre Energy of violating federal clean water laws at its facility along the Columbia River. They allege the company is discharging pollutants without required permits.

The company’s environmental manager Kristin Gaines said Tuesday officials were still reviewing the notice. She says they don’t believe it has merit.
