Columbia Tech Center LLC has filed an application with the city of Vancouver to build a 418-unit apartment complex in four phases beginning with construction at 17200 S.E. Mill Plain Blvd. Later phases of the 23-acre development would be built on Southeast 177th Avenue between Mill Plain and Southeast First Street.

The project will feature a wide range of apartment sizes and costs, said project engineer Eric Golemo, owner of SGA Engineering. Phase 1 completion is scheduled for next summer or fall, he said. Golemo had no cost estimate for the project. The city will hold a Dec. 22 pre-application conference with developers.
