Letter: Water dilemma confronts customers

Clark Public Utilities is mulling yet another water rate increase (Dec. 5 Columbian story “Utility mulls 10% water rate hike”). In the past seven years prices have gone from a flat $1.25 per hundred cubic feet to as high as $2.56 using the current three-tier billing method. Past increases have been justified under the guise of encouraging conservation. I now read that demand has declined to the point revenues can’t cover expenses.

Seems like the customer can’t win.
