MONROE, Wash. (AP) — A federal inquiry begins Monday into the death of a prison guard strangled at the Monroe Correctional Complex.

The Herald of Everett reports that a three-person team from National Institute of Corrections is expected to spend a week studying the prison’s policies and procedures, including staffing levels and the classification system used to determine the level of custody for inmates.

The team is expected to give the state Corrections Department a report with recommendations by March 19.

The state Department of Labor and Industries is also conducting its own investigation.

Inmate Byron Scherf has been charged with aggravated murder in Officer Jayme Biendl’s death. He’s a convicted rapist already serving a life sentence.
