Accident blocks southbound 39th Street offramp
A late-model Mitsubishi sedan lies on its top on the 39th Street offramp from southbound Interstate 5.

Emergency responders have been called to a report of a car rolled over on the southbound 39th Street offramp from Interstate 5.
The accident was reported about 9:45 a.m. The vehicle involved is a black Mitsubishi four-door sedan.
Sheila Palmer, 40, of Vancouver was handcuffed by the Washington State Patrol at the scene.
The exact charges were not immediately clear. A spokesman with the state patrol said Palmer had been drinking, but had a blood-alcohol concentration of less than .08, which is the legal limit. She may have been on prescription drugs.
Web cams show traffic moving normally on the freeway; however the offramp will be closed for a while, according to emergency radio traffic monitored at The Columbian.
It is not known exactly how the wreck occurred, nor if anyone suffered injuries.
