PYONGYANG, North Korea (AP) — Delegates to North Korea’s ruling party have convened for a special political conference where leader Kim Jong Un is expected to gain new titles.

Sources in Pyongyang say the fourth conference held by the Workers’ Party of Korea has begun in the capital city.

The gathering takes place as engineers are finishing the fueling of a rocket at a west coast launch pad. It could be launched as early as Thursday.

The U.S. and others call the launch an illicit test of missile technology.

North Korea says it’s a peaceful advancement of its space program meant to celebrate the upcoming 100th anniversary of the birth of North Korea founder Kim Il Sung.
