Letter: Congresswoman right about board



The headline, “Final power is in the hands of Congress” of Stephen Kral’s April 10 letter assailing our Congresswoman’s recent mailing regarding the health care reform law says all we need to know about the Independent Payment Advisory Board established by the Affordable Care Act.

Rather than misrepresenting the Act as Kral asserts, Rep. Jaime Herrera Beutler, R-Camas, is warning us about the power the IPAB has.

According to the Act, the board’s recommendations must take effect unless they are overturned by the Secretary of Health and Human Services or by a vote of Congress, which in the Senate could require a three-fifths majority if it has to overcome a filibuster.

So the real power will come from Congress’ doing nothing, because it won’t have to, or as our recent experience proves, can’t.
