Police: Vancouver man arrested in Portland for alleged public indecency

Portland police on Wednesday morning arrested a Vancouver man in connection with three counts of felony public indecency in Southwest Portland, officials said.
Shane Allen Boyd, 30, was arrested by police officers and booked into the Multnomah County Jail. The offense is a Class C felony, according to a Portland police bulletin.
On Tuesday, private security officers told police a woman twice spotted a man openly masturbating while looking into her apartment from a parking lot, the release said. The apartment is in the 1700 block of Southwest Fourth Avenue.
The 47-year-old woman told police she would help officers find and arrest the suspect, who was spotted in both cases between 6 and 6:30 a.m.
Two officers waited for the suspect Wednesday morning and found Boyd walking into the area near where the suspect was said to be standing in the previous incidents.
The victim called police and reported the man returned and was masturbating again.
Boyd was taken into custody without incident.
