Loris Hervey scored 10 points and the Trappers held the Eagles scoreless in the third quarter.
Matt Delisle and Jordan Howard each added eight points in the low-scoring game.
T.J. Brumfield led Bay with eight points.
"I thought we played really good defense against a better team," Bay coach Robert Key said. "We just couldn't score."
