PORTLAND, Ore. (AP) — Critics to open up access to Lake Oswego.

Officially, Lake Oswego is nonnavigable even though the 415-acre lake is used by hundreds of registered boaters.

The Oregonian (http://bit.ly/xXufsh ) says critics claim the Oregon’s sovereign rights to the water supersede federal and private designations. They say the city of Lake Oswego is obligated to pursue public access.

Doug Thomas, board of directors president of the Lake Oswego Corporation, says every decade or so, the access issue emerges.

The corporation manages Oswego Lake through easement agreements involving lakefront and nearby homes.

Thomas says shareholders have maintained the lake and he asks why they should have to share it.

Lake Oswego resident Todd Prager, a member of the city’s planning commission, has suggested exploring a lake access policy.
