SEATTLE (AP) — King County Executive Dow Constantine has ordered an inquest into the fatal police shooting of a man outside a Federal Way Starbucks last month.

Police say 21-year-old Maksim Mayba of Kent was in a car that was being watched by drug investigators when he refused an order to show his hands. An officer fired twice, killing him.

Inquests are fact-finding hearings before six jurors. They are routinely held when a law enforcement officer in King County is involved in the death of a member of the public.
