Vancouver superintendent appointed to state panel

Lieutenant Governor Brad Owen has appointed Steve Webb, superintendent of Vancouver Public Schools, to a panel that will review plans for improving students’ academic performance in the state’s persistently lowest-achieving schools.

The Required Action Review Panel is a component of Senate Bill 6696, legislation passed in 2010 to hold schools and districts accountable for providing “an excellent and equitable education for all students.”

Vancouver has a track record of success. In 2009-10, Discovery and Jason Lee middle schools in Vancouver were ranked among 5 percent of the lowest performing schools in the state. In response to this federal “Tier II” designation, Webb and his leadership team identified an “Opportunity Zone” with 14 elementary, middle and high schools serving large concentrations of students affected by poverty and mobility.

Through a variety of techniques, including outreach to parents, test scores improved. Both Discovery and Jason Lee moved off the Tier II list.
