Unlicensed driver hits jaywalker in wheelchair

Occupant of wheelchair was intoxicated, police say

On Wednesday, Portland police responded to the intersection of Northeast 82nd Avenue and Glisan Street on the report of a man in a wheelchair hit by a car.

Officers and medical personnel arrived and contacted the man, who was suffering from injuries that did not appear to be life-threatening. The man is an adult male but officers have not yet been able to positively identify him due to his level of intoxication.

Officers learned that the man in the wheelchair was crossing 82nd Avenue from East to West on the North side of Glisan Street, against the traffic light.

The driver, 20-year-old Promise Shelby, was traveling southbound on 82nd when she struck the man in the wheelchair. Shelby immediately stopped and has cooperated with the investigation. She did not have a drivers license and will be given a citation for No Operators License.

Officers will follow-up with the hospital on the man’s condition and may issue additional citations.
