DAYTONA BEACH, Fla. (AP) — An Army staff sergeant suspected of killing 16 Afghans was cited for possessing alcohol on the beach in Florida 14 years ago.

A worker in the Volusia County Clerk of Courts office said Monday that Robert Bales was given the $65 citation in March 1998 at Daytona Beach.

Bales had 30 days to pay the citation or fight it in court. He did neither, and a warrant was put out for his arrest.

But officials say the warrant expired in August 2003 because it couldn’t be enforced outside Volusia County. The case was dropped in March 2006 because of a lack of action in the case.

Bales has not been charged in the March 11 shootings although charges are expected to be filed within a week.
