Teen shot by Medford police wasn't under influence

MEDFORD, Ore. (AP) -- A toxicology report shows that an 18-year-old teenager was not under the influence of drugs or alcohol when Medford police officers shot him dead in January.

Lt. Mike Budreau says the results are surprising because of Elias Angel Ruiz's highly agitated state before the shooting.

Ruiz was shot in front of his home Jan. 22 after he threatened members of his family. Police say the teenager charged officers with a large knife in his hands.

The Mail Tribune on Sunday (http://bit.ly/GSezMU) reported that a grand jury later determined the officers were justified in using deadly force against Ruiz.
