In this May 9, 2012 photo, Adam Spiegel, left, and David Parnell pose for a picture outside their business, in Medford, Ore. Spiegel and Parnell started their retail business called 42 degrees selling wares that could be used to smoke marijuana, in a nondescript building in Medford. The building now has a distinctive new look after they commissioned a local artist to paint a colorful mural on front of the store.

MEDFORD, Ore. (AP) -- A vivid drawing on the front of an east Medford pipe shop has ignited a debate over whether the mural is art, graffiti, or another counterculture reference.

Medford officials cited the shop, known as 42 degrees -- similar to the marijuana reference "420" -- for graffiti.

Business owner Adam Spiegel tells the Mail-Tribune (http://bit.ly/Kkf5GA) it can't be graffiti because he authorized it. He considers the mural a piece of art.

Most of the mural has been painted onto two roll-up doors that are visible when the business is closed.

The city received a complaint, which prompted a warning May 1 that it had to be removed or the business faced a possible $150 fine.
