Letter: Offenders see they won’t be caught

Are the drivers in the Vancouver area truly unaware that it is illegal to talk on a cellphone while operating a motor vehicle, or is it they just don’t care?
There seems to be an epidemic with people talking on cellphones, running red lights/stop signs and speeding.
Of course, with too few police officers throughout the city, there really isn’t a reason to worry about being cited.
It amazes me that we can sure find the funding to have our parks and new libraries, but not more police enforcement.
Laws go unenforced due to the apparent lack of manpower on the police force.
