Seattle gives DOJ police reform counterproposal

SEATTLE (AP) -- The city of Seattle has presented its police-reform counter-proposal to the Department of Justice.
The plan was hand-delivered to the U.S. Attorney's Office on Wednesday morning, a little more than five weeks after the DOJ gave the city a proposed settlement calling for a wide array of changes to Seattle police policies, training and accountability. The DOJ determined Seattle police had a pattern of using excessive force, and threatened to sue the city unless the city agreed to make changes and hire an outside monitor.
The Justice Department's 100-page, confidential proposal has been reviewed by The Associated Press. It calls for hiring more sergeants to supervise patrol officers, training in de-escalation techniques and other measures. Seattle police brass has chafed at the proposal, saying it's too expensive and unrealistic.
