Blatter calls for alternative to penalty shootouts

BUDAPEST, Hungary (AP) -- FIFA President Sepp Blatter has asked German soccer great Franz Beckenbauer to find an alternative to penalty-kick shootouts.
Blatter tells the FIFA Congress that soccer "loses its essence as a team sport" when it goes to penalty kicks. He says the game's passion and drama can become a "tragedy" in a shootout.
Blatter wants Beckenbauer's task force to propose another way to settle matches.
