ZURICH (AP) — An Irish journalist has filed a criminal complaint against International Cycling Union leaders Pat McQuaid and Hein Verbruggen.

Paul Kimmage alleges defamation and fraud in protecting Lance Armstrong while he won seven Tour de France titles.

Kimmage’s lawyer, Cedric Aguet, tells The Associated Press that a 28-page file was submitted on Thursday to the Swiss local prosecutor’s office near UCI headquarters in Zurich.

Aguet says the dossier concerns “possible massive fraud” if the UCI’s present and former presidents helped Armstrong avoid scrutiny.

Recently, the UCI agreed to strip Armstrong of his seven Tour de France titles and ban him for life, following a report from the U.S. Anti-Doping Agency that accused him of leading a massive doping program on his teams.

The Swiss lawyer says prosecutors could decide “within two weeks” to open criminal proceedings.
