Letter: Puzzled by more tax cuts

I am really confused now.
Mitt Romney recently said the problem in the United States is that there are 47 percent of the people who don't pay taxes and are living off the government. Romney's solution to this problem is an additional 20 percent tax cut across the board over and above the current Bush tax cuts.
Would you please enlighten all of us with the proper calculations and explanation so we can all understand this obvious solution?
