Fugitive arrested after search in Fourth Plain Village, Bagley Downs neighborhoods

Vancouver police took a man into custody Friday afternoon following a search of the Fourth Plain Village and Bagley Downs neighborhoods.

The agency’s Neighborhood Response Team had been out shortly after 2 p.m. looking for a man wanted on an arrest warrant, when the man spotted the officers and took off at the dead end of Rossiter Lane, Vancouver Police spokeswoman Kim Kapp said.

Police set up a perimeter in the area and searched for the man. He was taken into custody about 4 p.m.

He was identified as Richard Lawrence Rayner, 29, of Vancouver. Kapp said he was wanted on a Department of Corrections felony warrant, as well as warrants for attempt to elude and misdemeanor hit and run.
