PORTLAND — Power has been restored in an eight-block area of downtown Portland where it has been dark since an explosion and fire in an underground cable vault on Sunday.

Portland City Hall was among the buildings closed. The mayor’s office said employees should report Wednesday. The city’s Portland Building and the Multnomah County Courthouse were also expected to reopen Wednesday. Traffic lights were working.

The power company PGE said shoppers should check with retailers about hours, and employees should check with their bosses about when to report to work. The utility said it might take commercial and office buildings some time to get ready.

There was concern about damage from, for example, frozen pipes, especially at the century-old courthouse that county officials say is in need of renovation or replacement.
