Man accused of flashing child put under arrest

Police arrested a Vancouver man Thursday who allegedly exposed himself to shoppers in Hazel Dell two days prior.

Joseph P. Coggin, 28, reportedly stood at the end of an aisle in Target, 8801 N.E. Hazel Dell Ave., and exposed himself to a woman and an 8-year-old girl Tuesday afternoon, said Sgt. Fred Neiman, spokesman for the Clark County Sheriff’s Office. As he left the store, he exposed himself to another woman, Neiman said. Surveillance footage captured the suspect, a man with a goatee wearing a black jacket, striped beanie and sunglasses.

After media released a surveillance footage image of the suspect, the sheriff’s office received tips that led to Coggin’s arrest. He was booked into the Clark County Jail on two counts of indecent exposure. One of the counts is considered a gross misdemeanor, a more serious crime, because police say he exposed himself to a child.

Coggin was accused of indecent exposure over the summer for allegedly exposing himself to a clerk at the Hazel Dell Walmart on Highway 99.
