The full text of the Second Amendment to the Constitution of United States, also known as the Bill of Rights, states: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
Since the right to bear arms is tied absolutely to the “well-regulated militia” perhaps the answer to the gun problem would be to allow only members of the National Guard or Military Reserves to have weapons. A person who cannot follow the rules will not last long in the military, so we might find that most of the citizenry who own guns would then be well-trained and law-abiding … and maybe not insane.
One caveat to this would be that no one can predict, prevent or prepare for the acts of a crazy person intent on committing mayhem and murder.
