Capital projects issue could end up on Nov. 5 ballot

ECFR gauges voter support for bond issue

East County Fire and Rescue district residents are being encouraged to fill out a questionnaire regarding a proposed capital projects bond issue that could end up on the ballot.

The survey, which is available online at www.ecfr.us and was also mailed to 3,500 district residents, asks whether there is support for a $1.275 million bond, a reduced $1.130 million bond, or no support for the idea of a bond issue at all.

The $1.275 million bond at 9 cents per $1,000 of assessed property value would pay for two new fire engines, one brush truck, new fire fighting and medical equipment, an emergency generator, parking lot repair and a water well. The pared down bond at 8 cents per $1,000 of assessed property value would only fund the fire fighting apparatus and equipment.

Surveys must be completed online or returned by mail to ECFR by Friday. Originally, Commissioner Martha Martin said in a July 2 Post-Record guest column that return postage would be paid by the district. However, during a commission meeting that evening, it was decided that the cost to do so would be too expensive. So, those who return the surveys by mail must provide proper postage.

Any proposed bond issue request that is to be part of the Nov. 5 General Election must be submitted to the Clark County Elections Office by Aug. 6. ECFR commissioners are expected to discuss the issue during their next meeting on Tuesday, July 16, at 7 p.m., at Fern Prairie Station 91.
