Woman resigns after affair with Multnomah County Chairman Cogen

Health department employee, county commissioner had relationship

Sonia Manhas, an administrator in Multnomah County, Ore.’s health department, has resigned her job after a week of media publicity about her affair with county commission Chairman Jeff Cogen.

News of today’s resignation announcement was carried by The Columbian’s Portland news partner, KATU-TV.

Cogen, an elected official, returned to work Monday after taking most of last week off.

Cogen has admitted having an inappropriate affair with Manhas, a county Health Department employee, for more than a year but denied helping her win a promotion last year to the job of director of policy and planning.

Manhas’ work was widely praised by her peers and her superiors, but news of the affair raised questions about whether she had circumvented her supervisor and taken work issues directly to Cogen.

Both Manhas and Cogen are married.
