Letter: Why is light rail a prerequisite?

The Feb. 22 Columbian headline “Murray slams anti-CRC move” left me asking questions that I don’t know the answer to.

I don’t understand why “A light-rail component is absolutely necessary to secure federal funding for this project,” as Sen. Patty Murray, D-Wash., claims. Who made this decision? What is the genesis of this requirement and whose name(s) from Washington or Oregon is on it? Why can’t it be changed?
