SALEM, Ore. — The committee drafting Oregon’s rules for medical marijuana dispensaries is meeting Monday in Salem to discuss whether local governments can just say no.

The committee is considering the opinion from the Oregon Legislative Counsel that says regulating the dispensaries is the job of the state, not cities.

The Oregonian reports some cities, such as Medford and Tualatin, have already effectively banned dispensaries.

Also on the committee agenda is a review of the rules, which sets fees of $4,000 for applications and renewals for owners.
