A Woodland Police Department detective filed a lawsuit this week accusing the city of delaying the release of public records.

Detective David Plaza filed the lawsuit Monday in connection with a tort claim he filed about two months ago making numerous allegations of misconduct and harassment against former interim police Chief Sgt. Brad Gillaspie. In his claim, Plaza accused Gillaspie of using racial slurs, sexually harassing young women, and invasions of privacy.

The claim also warned that Plaza was preparing to sue the city for at least $2 million. Since learning about the claim, the city replaced Gillaspie as interim chief with former Cowlitz County Sheriff Bill Mahoney.

Mayor Grover Laseke also said the city’s insurance carrier is investigating the allegations against Gillaspie.
