Vancouver man accused in child porn case

A Vancouver man is accused of possessing and dealing child pornography on a peer-to-peer file sharing network.

Dylan W. Rutledge, 22, allegedly shared 87 images of child pornography with an uncover special agent from the Department of Homeland Security in September. The covert operation was part of a larger investigation into child exploitation, which started in September 2010, according to a probable cause affidavit filed in Clark County Superior Court.

The images depicted children engaged in sexually explicit conduct, including sexual abuse of children by adults, children engaging in sexual activity with other children or children posing nude in a sexual way, according to the affidavit by Vancouver police Detective David Brown.

Rutledge appeared in court Friday on suspicion on nine counts of possession of depictions of a minor engaged in sexual conduct and nine counts of dealing in depictions of a minor engaged in sexual conduct. Judge Suzan Clark held him in Clark County Jail in lieu of $50,000. He is scheduled to be arraigned on the charges Dec. 30.

Deputy Prosecutor Randy St. Clair said some of the children depicted in the pornography were as young as 6.

According to the affidavit, investigators looked up the Internet address from which the images originated and found it was near Camas.

They forwarded the information to Vancouver police, who conducted another investigation.

Police served a search warrant on Rutledge’s residence Dec. 18.

“Dylan admitted that he was the one that had been viewing images of child pornography,” according to the affidavit. He directed detectives to a USB thumb drive connected to his computer, the affidavit says. Detectives found nine of the images described by the homeland security investigators, the affidavit says.

Rutledge has no criminal history, St. Clair said. His income precludes him from a court-appointed attorney to defend him.
