Apartments planned for downtown Vancouver

Proposal for a 96-unit complex the latest sign of housing growth in city

A five-story, 96-unit apartment complex is being proposed for a surface parking lot at West 13th and Columbia streets in downtown Vancouver, according to documents submitted to the city for preliminary review.

The project, called 13 West, would occupy a lot on the block north of the downtown post office between 13th Street and Mill Plain Boulevard, and between Columbia and Daniels streets. The site would contain 67 vehicle parking spaces, including some beneath the back of the building, and 25 bicycle parking spaces. Some of the apartments would be live-work units, according to a project description included in a pre-application documents submitted by Otak Inc., a Portland planning and development firm.

The property is owned by Pioneer Associates of Vancouver.

Access will be from a single point off of 13th Street. Developers say they anticipate that the project will generate 67 vehicle trips per day.

The city’s pre-application review of the Otak project will be at 1:30 p.m. Jan. 8 in the Alder Room of Vancouver City Hall, 415 W. Sixth St.

The proposal is the latest sign of a growing housing market in the city’s downtown.

Prestige Plaza, near by at 305 E. Mill Plain Blvd., opened in the spring with 96 market-rate units. Otak is building a 120-unit affordable apartment project called the West 15 Apartments on a wedge of land between West 15th Street and Mill Plain Boulevard, between Columbia and Esther streets.

Three other projects are in discussion stages. They are:

• The Uptown, with 167 units, facing Washington Street and south of West McLoughlin Boulevard.

• The Vancouver Center South Tower, with 113 units, on Washington Street north of West Sixth Street.

• The Esther Apartments, with 119 units, north of West Sixth Street between Esther and Grant streets.
