Bend, OSU-Cascades sign development memo

BEND, Ore. (AP) — The city of Bend has signed an agreement to help guide the development of Oregon State University-Cascades as it expands into a four-year institution.

The Bulletin newspaper reports (http://is.gd/rCagKI) the memorandum of understanding states the city will hold OSU-Cascades to the same land use standards and application process as other developers.

Bend City Manager Eric King and OSU Vice President Becky Johnson signed the deal that covers the first, 10-acre phase of the new college campus in southwest Bend.

They will negotiate a separate agreement to cover planning for the rest of the 56-acre campus.

Left unanswered is whether OSU-Cascades will pay the city for law enforcement and other services.

Property taxes cover most of those expenses. But the university, as a government entity, won’t pay property taxes.
